What is the Cadastral Map?
According to the Law on the State Land Cadastre, every citizen of our country has access to the Public Cadastral Map of Ukraine. This resource provides information about the cadastral number of a land plot, its area, construction restrictions due to protective zones, intended land use, and more.
How to Find a Land Plot on the Map?
First method – search by cadastral number.
To do this, enter the land plot number in the search bar. For example, in Kyiv it might look like:
8000000000:XX:XXX:XXXX
When Might You Need a Cadastral Number?
A cadastral number is a unique digital identifier for a land plot in the State Land Cadastre. It is assigned when the plot is created or during ownership registration. According to Art. 132 of the Land Code of Ukraine, a cadastral number is mandatory for any land-related transaction.
Common situations requiring a cadastral number:
1. Ownership or usage registration
The cadastral number is required for:
- Registering land ownership in the State Register of Property Rights;
- Signing lease, superficies, or emphyteusis agreements;
- Dividing or consolidating land plots.
2. Sale or other land alienation
Without a cadastral number, a notary cannot certify a land sale agreement. This is stipulated in the Law of Ukraine “On State Registration of Property Rights and Their Encumbrances”.
3. Construction of real estate objects
According to DBN A.2.2-3:2014, the cadastral number must be indicated in the construction documentation. It is required for obtaining urban planning conditions and restrictions, as well as a construction permit.
4. Land boundary and area determination
The cadastral number helps identify a land plot during geodetic and land management works. For example, when adjusting boundaries recorded in the cadastral plan as per DSTU B B.1.1-8:2013.
When inheriting land, the cadastral number is necessary for the heir to officially register ownership. Without it, state registration of ownership is not possible.
6. Participation in court disputes
In land-related disputes (e.g., regarding boundaries or ownership), the cadastral number helps clearly identify the subject of the dispute. Court practice requires it to be mentioned in claims.
Where to Find the Cadastral Number?
The cadastral number is indicated in land ownership documents:
- – In the State Act
- – In the sale/gift agreement
- – In the land lease agreement
- – In the certificate of inheritance, etc.
During the years of issuing State Acts for land, their formats and colors changed: yellow, pink, green, and blue.
Older State Acts (yellow and pink) sometimes do not include a cadastral number. In such cases, it can be obtained by performing geodetic work and creating an XML exchange file.
Sometimes, cadastral data can also be found in the technical documentation for land allocation.
