How to Get a Building Passport?

People usually learn about the building passport when they begin the process of obtaining a construction permit. For Class CC1 objects (houses up to 500 sq.m. and no more than 2 floors; utility structures, etc.), it is enough to submit a “notification of the start of construction works.”

However, obtaining a building passport is a prerequisite for submitting such a notification.

What Is a Building Passport?

A building passport is essentially an A4-format document containing technical details and key specifications of the planned construction:

  • General Plan — layout of the building on the land plot. It is based on a 1:500 scale topographic survey, indicating plot boundaries and “red lines” (street and road boundaries). Construction of permanent structures is prohibited beyond these lines.
  • Building floor plan
  • 4 building facades
  • TEP – technical and economic indicators
  • Utility connection distances are marked on the general plan (water, sewerage, electricity)

This Document Is Required For the Construction of:

  • private residential houses (individual use) with an area slightly over 300 m², and even slightly more than two floors (including an attic);
  • country houses and summer cottages located in garden cooperatives;
  • utility buildings;
  • personal-use garages;
  • small architectural forms and technical facilities.

What Documents Are Needed?

To obtain a building passport for your land plot, you need to prepare the following set of documents:

  • Consent form for the use of your personal data;
  • Copy of the land ownership certificate (notarized);
  • If there are co-owners, written consent from each of them for the start of construction;
  • Drawings of the planned structure with exact placement on the plot (general plan). It should also show distances to neighboring buildings, property boundaries, utility connections, etc. In essence, you need to submit a conceptual design;
  • Power of attorney if you represent someone else’s interests (individual or legal entity);

If you have all the above-mentioned documents and copies, the Architecture Department is obliged to issue your building passport. By law, this process should take no more than 10 working days.

You May Be Denied a Building Passport If:

  • Incomplete document package is submitted;
  • The planned development is not authorized or does not comply with local urban planning and architecture rules or the city’s General Plan.

A building passport can be issued with or without a set expiration date. If a date is indicated, construction must be completed within that timeframe.
