Registration of Unfinished Construction

Registration of unfinished construction is a procedure that legally recognizes a building under construction and allows obtaining property rights to it. Such an object can be included in legal circulation and used as collateral, sold, inherited, and more.

What Is Unfinished Construction?

Unfinished construction refers to a partially built structure that has not yet been commissioned. According to DSTU-N B A.2.2-10:2012, construction is considered unfinished if it includes at least some key structural elements but does not meet the requirements for commissioning as outlined in DBN B.2.2-15-2005.

Registering rights to an unfinished building allows you to:

Procedure

  1. Collecting technical documentation:

  2. Ordering technical inventory. Conducted by BTI or a land surveyor. The result is a technical passport for the unfinished object.

  3. Assessment of completion level. The percentage of completion is determined according to Methodology No. 1270 dated 11.10.2002.

  4. Registration of property rights. Submission of documents to the State Register of Property Rights via the Administrative Service Center or a notary.

  5. Entering the object into the Construction Activity Register (if required).

  • application for registration;

  • documents confirming land ownership;

  • technical passport;

  • inspection report or expert opinion;

  • contract for construction works (if available);

  • photo materials;

  • receipt of administrative fee payment.
