Kropyvnytskyi long remained a quiet regional center where the war was felt only through air raid alerts and news. But on March 20, 2025, everything changed—the most massive drone attack on the city deprived dozens of families of peace. Residential buildings in several districts were damaged: windows were shattered, balconies destroyed, and structures mutilated. 32 apartment buildings and 94 private households were affected, 2 of which were completely destroyed. Why an Inspection is Not Just a Formality

After any attack, even if the damage seems minor, it is important to conduct technical diagnostics. A blast wave can cause hidden defects: micro-cracks in concrete structures, disruption of the bond between reinforcement and concrete, and frame deformations that cannot be detected without special equipment. An inspection is necessary when:

  • you plan to apply for state assistance or insurance compensation;
  • you are not sure whether it is safe to stay in the building at all;
  • apartment buildings are affected — where there are shared structures, the risks for all residents are the same;
  • you want to sell damaged property or, conversely, buy a destroyed object for subsequent restoration.

What the Inspection of Destroyed Real Estate Includes

The comprehensive set of measures includes:

  • analysis of available design and as-built documentation;
  • visual inspection of structures with the recording of defects: cracks, deformations, spalling, moisture traces, and corrosion;
  • instrumental inspection of load-bearing structures: geodetic measurements of vertical and horizontal deformations, ultrasonic concrete testing, endoscopic inspection of hidden cavities, thermal imaging diagnostics;
  • determination of the technical condition category according to DSTU 9273:2024;
  • calculation of the residual load-bearing capacity of structures and a forecast of further destruction;
  • laboratory testing of material samples (if necessary).

How the Inspection is Carried Out

The work takes from a few hours to several days, depending on the size of the building and the complexity of the damage. The algorithm is as follows:

  1. Study of documents (if available) and preliminary assessment of destruction zones.
  2. Visual inspection of all accessible structures: facades, floor slabs, roofing, basements.
  3. Instrumental diagnostics: measurements, scanning, thermal imaging surveys.
  4. Data analysis, calculations, and determination of the technical condition category according to DSTU.
  5. Preparation of a detailed report with conclusions and recommendations.

What the Customer Receives

Upon completion of the work, the owner receives an official technical report. It specifies:

  • an assessment of the building’s condition and individual structures;
  • a list of all identified defects with references to building codes;
  • calculations of residual strength;
  • categorization of the condition: from “fit for operation” to “emergency, unfit for restoration”;
  • clear recommendations: what to restore, what to reinforce, and what to dismantle.

The report is registered in the Unified State Electronic System in the Construction Sector (EDESSB), which gives it legal validity.
