Obtaining Building Permits
Starting any construction project in Ukraine requires compliance with clearly defined legal procedures. One of the key steps is obtaining a permit for construction works. Failure to comply with this requirement may result in a halt of construction, fines, and further legal consequences.

The main regulatory documents governing the permit documentation process:

DBN A.2.2-3:2014 “Composition and Content of Design Documentation for Construction”;

DBN A.3.1-5:2016 “Construction Production Organization”.
Who Must Obtain a Permit
A construction permit must be obtained by:

the construction customer;
-
the general contractor (if engaged);
-
the technical supervisory body.
When a Permit Is Required
A permit is required for construction works on facilities with consequences class CC2 and CC3. For CC1 objects (with minor consequences), usually submitting a notice of the start of construction work via EDESSB is sufficient.
Permit Acquisition Steps

Obtaining Urban Planning Conditions and Restrictions (UPCR) – for objects that require them according to DBN.

Development of Design Documentation in accordance with DBN A.2.2-3:2014.

Project Expertise (for CC2 and CC3 objects).

Submission of Application via EDESSB (Unified State Electronic System in the Construction Sector).

Obtaining a Permit from the State Inspection of Architecture and Urban Planning of Ukraine (DIAU).
Review Timeframes
According to current legislation, the permit is issued within 10 working days from the date of submission of the full document package.
Liability for Unauthorized Construction
According to Article 96 of the Code of Ukraine on Administrative Offenses, unauthorized construction is subject to fines and obligations to demolish the illegally constructed object.
