Algorithm of actions when combining apartments

  • Assessment of technical feasibility. First of all, you need to make sure that the apartment merger is technically feasible. This depends on the design features of the building and the location of the load-bearing walls. For example, according to DBN B.2.2-15:2019 (“Residential buildings”), changing the configuration of an apartment should not affect the strength of the building’s load-bearing structures.
  • Development of a redevelopment project. The next step is to order a project from a certified architect or design organization. The redevelopment project must comply with the DBN and not disrupt the building’s engineering networks. The project must clearly indicate all the changes that will be made when combining apartments.
  • Obtaining a construction permit. To carry out construction work, you need to obtain a permit from the State Architectural and Construction Control (SACC) or make changes to the register of construction activities in case of minor alterations.Execution of construction works. After obtaining the permit, you can start construction work. Make sure that the work is carried out in accordance with the project and under the supervision of specialists.
  • Commissioning. After completion of the construction work, it is necessary to go through the procedure of putting the combined apartment into operation. To do this, you need a technical passport confirming that the work performed complies with the project.
  • Registration of ownership. At the last stage, it is necessary to register the combined housing in the register of rights to real estate. This can be done through a notary or at the ASC. After registration, you will receive a new certificate of ownership of the combined apartment.

Documents required

To merge apartments, you need to prepare the following set of documents:

  • Documents confirming the ownership of the apartments. These can be certificates of ownership or extracts from the register of real rights to real estate.
  • Technical passport of the apartment. For redevelopment, you need to provide a technical passport for each apartment, which you can get from the BTI (Bureau of Technical Inventory).
  • Redevelopment project. This document is developed by a licensed design organization and must comply with the DBN.
    Application for a redevelopment permit. The application must be submitted to the architectural and construction control authorities. All other documents (projects, technical passports, permits) must be attached to it.
  • Construction permit. After checking the project and other documents, you will be issued a permit to start construction work.
    Certificate of acceptance and transfer of works. Upon completion of the work, it is necessary to issue an act stating that all construction work has been completed in full and in accordance with the project.
  • A new certificate of ownership. After completion of the redevelopment and registration of changes in the State Register, you will receive a new certificate for the apartment, already as a united real estate object.
