Certificate of Readiness for Operation
The Certificate of Readiness for Operation is an official document confirming the completion of construction and compliance of the facility with project documentation, building standards, and regulations. It is mandatory for putting the facility into operation in accordance with the requirements of the Law of Ukraine “On Regulation of Urban Development Activities” and State Building Standards (DBN).
What is a Certificate of Readiness for Operation
The Certificate of Readiness for Operation is a document issued after the completion of all construction and installation works, testing, and elimination of identified deficiencies. It serves as the basis for submitting a declaration or obtaining a certificate of commissioning.
When is the Certificate Required
The certificate is issued after the completion of construction or reconstruction of:
- Residential and non-residential buildings
- Industrial and commercial facilities
- Engineering structures and communications
- Infrastructure facilities
For different categories of facilities, legislation provides different commissioning procedures. For example, for facilities of consequence class CC1, submission of a declaration of readiness is sufficient, while for CC2 and CC3, a certificate is required.
Who Signs the Certificate
The certificate is signed by the construction customer, general contractor, general designer, as well as representatives of state architectural and construction control authorities (DABC, DIAM). In the case of commissioning engineering infrastructure facilities, representatives of operating organizations may also be involved.
Key Requirements for Certificate Preparation
The document must include the following information:
- Full name of the facility and its location
- Information about the customer, contractor, and designer
- Data on permit documentation (construction permit, urban planning conditions)
- Results of technical tests and inspections
- Confirmation of compliance with building standards and project documentation
- Conclusions on the facility’s readiness for operation
Consequences of Absence of the Certificate
Without this document, it is impossible to commission a building, making its legal use impossible. Using a facility without proper documentation may lead to fines and administrative liability under the Code of Administrative Offenses of Ukraine.
