What is a civil protection structure

Civil protection structures are specially built or adapted facilities designed to protect the population in case of emergencies, military actions, or man-made disasters. These include:

  • shelters;

  • radiation protection shelters;

  • simple shelters (basements, underground parking lots, and other premises that can serve as shelters).

According to the Law of Ukraine “On Civil Protection of the Population” and DBN B.2.2-5:2023, such facilities must meet the requirements for strength, airtightness, ventilation, water supply, and autonomous power supply.

The commissioning of civil protection structures is carried out in the general procedure defined by the Law of Ukraine “On Regulation of Urban Development Activities”.

  1. Obtaining the right to perform construction works (through notification or a DIAM permit, depending on the category of complexity).

  2. Construction or reconstruction of the facility taking into account DBN requirements for engineering systems, fire safety, and sanitary standards.

  3. Technical inventory of the structure.

  4. Submission of documents to DIAM for registration of the declaration of readiness for operation or for obtaining a certificate.

  5. Acceptance of the facility into operation and inclusion in the civil protection structures fund.

Specifics of Acceptance of Protective Structures

  • For shelters, a certificate of readiness of engineering systems (ventilation, power supply, water supply) is mandatory.

  • The commission verifies compliance of the structure with project documentation and state building standards.

  • If the requirements are not met, the owner receives orders to eliminate deficiencies.

Typical Mistakes During Commissioning

  • Lack of project documentation developed in accordance with DBN.

  • Ignoring requirements for dual-purpose facilities (for example, underground parking without proper sealing and ventilation cannot be accepted as a shelter).

  • Incomplete package of documents submitted to DIAM.

  • No confirmation of autonomous power supply and water supply.
