CC3. Support for Hazardous or Specialized Construction

What is the CC3 consequence class and why is it critically important?

CC3 (significant consequences) is the highest level of responsibility in the classification of construction objects according to DBN B.1.2-14:2018. It includes facilities where accidents or damage could result in mass casualties, major economic losses, or severe environmental impact. These projects require special oversight, highly qualified designers and engineers, as well as legal support.

What types of facilities fall under CC3?

CC3 typically includes:

  • Strategic and defense-related facilities;
  • Large industrial enterprises;
  • Buildings with a high occupancy (over 400 people);
  • Hydraulic engineering structures;
  • Facilities located in zones of high seismic or ecological risk.

Hazardous and specialized construction is often automatically classified as CC3 due to the high risks and complexity involved.

Why legal and engineering support is essential for CC3 projects

According to the Law of Ukraine “On the Regulation of Urban Development”, CC3 projects are subject to mandatory expert review of design documentation, as well as technical and architectural supervision. Comprehensive legal and engineering support includes:

  • Assessment of compliance with urban planning conditions and restrictions.
  • Preparation and review of design documentation in accordance with DBN requirements.
  • Passing state expertise, especially regarding structural safety and environmental compatibility.
  • Obtaining a construction permit (in accordance with CMU Resolution No. 466).
  • Organizing technical and architectural supervision with accredited specialists.
  • Legal support for interactions with DIAM, local authorities, developers, and contractors.

Common mistakes clients make in CC3 projects

  1. Ignoring licensing requirements for contractors. Only licensed companies are allowed to work on CC3-class projects.
  2. Insufficient attention to design documentation. Even minor errors can delay expert review processes.
  3. Lack of proper legal support. This often leads to conflicts with regulatory authorities or construction halts.
  4. Attempting to downplay the consequence class. This is a violation that can lead to serious consequences, including criminal liability.
