What is a BTI technical passport and why is it needed?

A technical passport of the BTI is an official document containing detailed information about the characteristics of a real estate object. It is prepared based on the results of a technical inventory, which includes the inspection and measurement of a building or structure.

The passport specifies such parameters as area, layout, number of storeys, construction materials, technical condition, and other important data.

When is it necessary to prepare a technical passport?

  • When performing notarial acts in relation to property. A technical passport is required when entering into contracts of sale, gift, exchange or inheritance of real estate. The notary uses this document to verify that the title documents comply with the actual condition of the property.
  • Putting a real estate object into operation. After the construction of a new building or reconstruction of an existing one is completed, a technical passport is a mandatory document for putting the object into operation. It confirms that the building complies with building codes and regulations.
  • Registration of ownership of real estate. To register the ownership of a newly built or reconstructed real estate object, you must have a technical passport. This allows you to officially record all the characteristics of the real estate in the register.
  • Registration, redevelopment or completion of an object. When making changes to the layout of the premises, adding additional floors or other changes to the building structure, a technical passport is required for official approval of such changes.
  • Connection of networks (water supply, electricity, etc.). To connect a real estate object to communication networks (water, electricity, gas, etc.), you need a technical passport confirming that the building meets the technical requirements.
  • Transferring property to a mortgage. When applying for a mortgage loan for real estate, banks and other financial institutions require a technical passport to assess the condition and value of the property.
  • In the case of reconstruction, completion, redevelopment of an object with amendments to the Register of Real Property Rights. In cases of reconstruction or change of layout of a building, a technical passport is required to make the relevant changes to the official real estate register.
