Commissioning of construction facilities classified as CC3 (Consequences Class 3) is a complex legal and construction procedure that requires compliance with regulatory standards, preparation of a large documentation package, and interaction with state architectural and construction control authorities.

This process is essential for the lawful use of the facility, commissioning for commercial or residential purposes, and subsequent state registration of ownership rights.

What is Consequences Class CC3?

Consequences Class (responsibility level) CC3 is the highest category of building complexity defined by DSTU-N B V.1.2-16:2013. This class includes:

  • high-rise residential complexes;
  • buildings with large visitor capacity (shopping malls, business centers, stadiums);
  • critical infrastructure (hospitals, schools, energy facilities);
  • industrial facilities with complex engineering systems;
  • any facility where an accident can endanger over 400 people or cause major environmental, economic, or infrastructure damage.

Who is responsible for commissioning CC3 facilities?

The authorized body is the State Inspectorate of Architecture and Urban Planning of Ukraine (DIAM).

Unlike CC1 and CC2 where notification-based procedures may apply, CC3 commissioning is carried out exclusively based on a formal Certificate of Readiness, issued after an on-site inspection by DIAM officials.

Documents required for CC3 commissioning

Below is the main list of documents required from the developer or project owner:

  1. Application for commissioning.
  2. Readiness Certificate (Act) (approved by Resolution No. 461).
  3. Certificate of conformity of construction products (if available).
  4. Technical inspection and author supervision reports.
  5. Author and technical supervision logbook.
  6. Positive conclusion of project compliance examination.
  7. Technical passport prepared by a certified inventory engineer.
  8. Completed works certificates signed by the general contractor and subcontractors.
  9. Copies of construction permits.
  10. Documents confirming land ownership or usage rights.
  11. Engineering network documents (connections, technical conditions, acceptance acts).

Important: High-risk technical facilities may require additional approvals (State Emergency Service, Ministry of Health, etc.).

Stages of CC3 commissioning

The process consists of several steps:

1. Preparation and verification of documentation

The developer or authorized representative prepares the full documentation package for DIAM.

2. Submission through the Unified State Electronic System in Construction (EDEССB)

Documents may also be submitted via the Administrative Services Center (CNAP).

3. DIAM on-site inspection

  • checking compliance with the approved design;
  • assessment of compliance with DBN standards;
  • inspection of engineering networks and construction quality;
  • photographic documentation.

4. Certificate issuance

If no violations are found, DIAM issues a certificate of commissioning, which allows:

  • registration of property rights;
  • commissioning of engineering networks (electricity, water, gas);
  • start of commercial or residential operation.
