How to assign a cadastral number to a land plot

What is the cadastral number of a land plot? A cadastral number is a unique code consisting of 19 digits that identifies a specific land plot in the State Land Cadastre.

The cadastral number identifies a land plot within specific boundaries with defined coordinates, configuration and area.

Cadastral numbers were not always assigned to land plots

Between 1992 and 2001, land rights in Ukraine were certified by a pink (red) state act that did not contain a cadastral number.

Subsequently, the legislation introduced a new form of the act and made it mandatory to assign a cadastral number to land plots.

In the period from 2003 to 2009, there were green-colored state acts, and after 2009, blue-colored state acts.

As a rule, green and blue state acts already contain the cadastral number. However, please note that the cadastral number in the state act does not mean that information about these land plots is entered in the Land Cadastre.

Protection of rights

In order to protect your rights to land and to be able to fully dispose of the land, it is necessary to assign a cadastral number to the land plot and this information should be entered into the State Land Cadastre.

If you find out that you do not have a cadastral number for a land plot, or a cadastral number exists, but it is not entered in the SLC, you need to assign a cadastral number to your land plot.

When do you need a cadastral number?

Usually, land owners face the need to obtain a cadastral number for a land plot in the following cases:

  • privatization of a land plot
  • you have a state land certificate issued before 2004 and it does not have a cadastral number
  • you have a cadastral number, but it is not entered in the State Land Register
  • conducting a land inventory
  • in case of division, merger of land plots
  • you are the owner of a certificate of the right to a land share and want to obtain land ownership
  • purchase and sale, donation, exchange of land
  • inheritance of a land plot
  • the need to conduct a regulatory monetary or expert valuation of a land plot.

Is it necessary to assign a cadastral number if no land transactions are planned?

If you have documents on the right of ownership or use of a land plot, but the cadastral number has not been assigned, or the cadastral number has not been entered into the State Land Register, we advise you to deal with this issue as soon as possible, given the following.

There are often situations when there are “overlapping land plots”. In a situation where your land plot overlaps with one or more neighboring land plots and your neighbor is the first to apply for a cadastral number, he will be able to “eliminate” this overlap at the expense of the area of your land plot.

In such a situation, it is very difficult to prove that part of your land plot is now part of your neighbor’s land plot. In the future, you will either receive a cadastral number for a smaller land plot or be forced to start long litigation.

  • you have a problem with your neighbors and cannot register your land title

The procedure for assigning a cadastral number to a land plot

Depending on the situation, a cadastral number may be assigned to a land plot either on the basis of technical documentation for establishing the boundaries of the land plot in kind (on the ground) or on the basis of a land management project for the allocation of land.

The algorithm for assigning a cadastral number to a land plot on the basis of technical documentation is as follows:

  • Preparation and issuance of an extract from the State Land Cadastre.
