Registration of Land Ownership

Registering land ownership is a legally significant process that requires strict adherence to the procedures established by the Land Code of Ukraine, the Law of Ukraine “On the State Land Cadastre,” and other legal acts.

Step 1. Obtaining Permission to Develop Land Management Documentation

The first step is to submit an application to the relevant local self-government authority (village, town, or city council) requesting permission to develop a land management project for acquiring the land into ownership. If it concerns state-owned land, the permit is issued by the respective district or regional administration.

Step 2. Development of the Land Management Project

Once the permit is obtained, a certified land surveyor must be engaged to prepare the land management project for the land plot. The content requirements for the documentation are regulated by the State Building Codes (DBN) and the Law of Ukraine “On Land Management.”

Step 3. Approval of the Land Management Project

The project must be approved by the following authorities:

  • State Service of Ukraine for Geodesy, Cartography and Cadastre (StateGeoCadastre);

  • Department for Cultural Heritage Protection (if the site has historical or cultural value);

  • Other authorities – if necessary.

Step 4. Registration of the Land Plot in the State Land Cadastre

After the project is approved, it must be submitted to the StateGeoCadastre for the assignment of a cadastral number. Only after this the plot is considered officially registered.

Step 5. Project Approval and Ownership Transfer Decision

Based on the registered land management project, the local government authority adopts a decision to transfer the land plot into private ownership.

Step 6. Ownership Registration

The final step is the state registration of ownership rights in the State Register of Property Rights to Real Estate. This procedure is carried out by a notary or a state registrar.
