Construction passport and scheme of land development intentions: features and differences

During the period of martial law in Ukraine and within a year after its termination, it is possible to carry out construction without obtaining a construction passport, using a scheme of development intentions instead.

What is a construction passport?

A construction passport is issued by an authorized urban planning and architecture authority. To obtain it, you must provide the following documents:

  • Application for a construction passport.
  • Documents confirming the rights to the land plot.
  • Sketchy intentions of construction.
  • Consent of the co-owners of the property (if any).
  • Information on the existence of construction restrictions.

If an incomplete package of documents is submitted or if the requirements are not met, the issuance of a construction passport may be denied.

What is a scheme of development intentions?

The scheme of development intentions is developed by certified specialists. These specialists independently create and upload the necessary information about the property to the electronic system. There are several advantages to using a development plan:
