Accessibility Audit for Clinics: Requirements, Stages, and Legal Obligations

An accessibility (inclusivity) audit is a comprehensive assessment of a facility’s compliance with accessibility standards, including DBN B.2.2-40:2018 “Inclusivity of buildings and structures” and other applicable regulations. The goal is to evaluate how easily people with disabilities, elderly individuals, parents with strollers, and patients with temporary health conditions can access the facility.

Who Is Required to Conduct an Accessibility Audit?

According to Article 30 of the Law of Ukraine “On the Fundamentals of Social Protection of Persons with Disabilities,” all public service facilities (including medical institutions) must be adapted to the needs of people with limited mobility. The audit should be initiated by:
  • Clinic owners or property managers (private or public);
  • Developers — during the commissioning phase;
  • Local authorities — in response to inspections or public complaints.

Stages of a Clinic Accessibility Audit

  1. Preliminary Review — analysis of documentation and general layout plans.
  2. On-site Inspection — examination of entrances, restrooms, receptions, hallways, elevators, Braille signage, contrast, ramps, call buttons, etc.
  3. Compliance Assessment with current DBNs.
  4. Recommendations for Improvements — list of necessary adaptations.
  5. Official Report — including conclusions and photo documentation.
  6. Action Plan (optional) — with scope and implementation timelines.

Common Violations Identified During an Audit

  • Missing ramp or incorrect specifications (slope, handrails);
  • Inaccessible entrance or access only through service areas;
  • Restrooms lacking space or support rails;
  • Lack of signage, Braille, or visual contrast markings;
  • Stairs without tactile paving or visual alerts.

Liability for Non-Compliance with Accessibility Requirements

According to the Code of Ukraine on Administrative Offenses and the Law “On Architectural Activity,” non-compliance with accessibility requirements may result in:
  • Administrative fines;
  • Suspension of facility operations;
  • Denial of commissioning for new buildings;
  • Lawsuits from patients or NGOs.
