Registration of a Civil Defense Shelter

Purpose of registering civil defense protective structures — to ensure prompt use of shelters during emergencies. The registration of a shelter is a mandatory procedure for property managers in accordance with Ukrainian legislation and State Building Codes (DBN).

What is a shelter and which structures must be registered?

According to the Law of Ukraine “On Civil Protection”, a shelter is an engineering structure designed to protect the population from dangerous factors of emergencies, including military actions.

These include:

  • standard protective structures (shelters),
  • radiation protection shelters,
  • basic shelters (basements, underground parking lots),
  • temporary modular shelters.

Who is required to register a shelter?

The property manager or owner is responsible for:

  • ensuring the shelter is in proper technical condition;
  • registering the shelter with the local civil protection authority;
  • providing the necessary documentation.

Shelter registration procedure

  1. Preparation of technical documentation:
    • Technical passport of the shelter (prepared by a licensed engineer).
    • Location layout.
    • Accessibility data (entrance areas, evacuation exits, etc.).
  2. Submission to the relevant authority:
    • Regional, district, or city civil protection offices.
    • Submission of the application and document package.
  3. Inspection of the shelter:
    • On-site commission check for compliance with DBN and technical specifications.
  4. Entry into the Protective Structures Registry:
    • After a positive evaluation, the shelter is officially registered.
  5. Receipt of the registration notice:
    • Documented confirmation with a unique identifier.
