What is an inclusion report?

An inclusivity report is a document developed to assess and demonstrate the compliance of a facility with the accessibility requirements for people with disabilities and other low-mobility groups. This document confirms that buildings, structures, public spaces or other infrastructure facilities meet the regulatory requirements for creating a barrier-free environment.

In Ukraine, the requirements for inclusiveness are regulated by a number of legal acts, among which the key one is DBN B.2.2-40:2018 “Inclusiveness of Buildings and Structures”.

Key aspects of the inclusiveness report

  • Description of the facility. The report indicates the key characteristics of the facility: its purpose, location, area, number of floors, etc.
  • Accessibility assessment. All elements of the building or territory that must be accessible are analyzed:
    Ramps, elevators, lifts;
    Width of doors and corridors;
    Availability of adapted sanitary rooms;
    Clear navigation (signs, tactile indicators, contrasting markings).
  • Recommendations for eliminating deficiencies. If the facility does not meet the current standards, the report provides recommendations for modernization.

When an inclusion report is required

This document is required in the following cases:

  • During the construction of new public facilities;
  • Reconstruction or overhaul of existing buildings;
  • Conducting an inspection for compliance with applicable building codes.
