Engineering and Technical Assessment of a Damaged Building

Engineering and technical assessment of a damaged building is a set of procedures aimed at determining the technical condition of load-bearing and enclosing structures after exposure to destructive factors such as fire, flooding, explosions, seismic events, industrial accidents, or military actions.

This assessment is a mandatory stage for the evaluation of the remaining load-bearing capacity, determining the suitability for further operation, or deciding on demolition.

When is an engineering assessment required?

According to Clause 5.1 of DBN V.1.2-14:2018, a technical assessment is mandatory in the following cases:

  • Damage caused by shelling, explosions, fires, or collapses;

  • Partial or complete destruction of structural elements;

  • Shifting or deformation of foundations and load-bearing structures;

  • Reconstruction, extension, or change of building function;

  • Before starting major repairs or restoration;

  • Commissioning of a building after prolonged inactivity;

  • Preparation for damage compensation procedures.

Stages of Engineering Assessment of a Damaged Building

  1. Collection of initial documentation
    Analysis of project, technical, and permitting documentation. If documents are missing, a full technical assessment is carried out “from scratch”.

  2. Visual and instrumental inspection
    Recording of damage: cracks, deformations, collapses, reinforcement corrosion, structural failures. Non-destructive testing tools are used (ultrasound, endoscopy, ground-penetrating radar).

  3. Determining the degree of structural damage
    Assessment of the technical condition on a scale (good, satisfactory, unsatisfactory, hazardous).

  4. Calculation of residual load-bearing capacity
    Used to justify the safety of continued operation or the need for structural reinforcement.

  5. Preparation of the technical report
    The document includes conclusions on technical condition, causes of damage, and recommendations for repair, strengthening, or demolition. Used in project decisions and legal proceedings.

What is included in the technical report?

Regulatory Framework

Engineering assessment is carried out in accordance with:

  • The Law of Ukraine “On Regulation of Urban Development Activities”;

  • DBN V.1.2-14:2018 “General Principles for Ensuring Reliability and Structural Safety”;

  • DSTU-N B V.1.2-18:2016 on building assessment methodology.

For buildings damaged due to military actions, the assessment may also serve as a basis for forming an official inspection act under CMU Resolution No. 473 of 19.04.2022.
