Conclusion on inclusiveness (accessibility)
An inclusivity conclusion is a document that confirms the compliance of a construction or reconstruction project with the requirements for accessibility for people with limited mobility. Its development is an important part of urban planning documentation and may be necessary to obtain construction permits or commissioning of the facility.
Regulatory framework
The requirements for accessibility of buildings and structures in Ukraine are regulated by the following legal acts:
- DBN B.2.2-40:2018 “Inclusivity of Buildings and Structures” – sets requirements for the design, construction and reconstruction of facilities that must be accessible to people with limited mobility.
- The Law of Ukraine “On Construction Standards” defines general provisions for compliance with the State Building Standards during design and construction.
- The UN Convention on the Rights of Persons with Disabilities obliges Ukraine to create conditions for the accessibility of residential and public buildings.
For which objects is an inclusivity conclusion required?
Such a conclusion is required for:
- Public buildings (shopping centers, hospitals, educational institutions, administrative buildings, etc.)
- Residential complexes (especially if public spaces are provided).
- Infrastructure facilities (public transport stops, train stations, parking lots).
- Buildings undergoing reconstruction or major repairs, if they involve improving accessibility for people with limited mobility.
What does an inclusivity opinion include?
The document contains the following sections:
- Analysis of the facility for compliance with inclusivity requirements.
- Description of accessible elements (ramps, elevators, tactile signs, special bathrooms, etc.)
- Conclusions and recommendations for eliminating deficiencies, if any.
