Registration of a Civil Defense Shelter
Purpose of registering civil defense protective structures — to ensure prompt use of shelters during emergencies. The registration of a shelter is a mandatory procedure for property managers in accordance with Ukrainian legislation and State Building Codes (DBN).
What is a shelter and which structures must be registered?

- Location layout.
- Accessibility data (entrance areas, evacuation exits, etc.).
- Submission to the relevant authority:
- Regional, district, or city civil protection offices.
- Submission of the application and document package.
- Inspection of the shelter:
- On-site commission check for compliance with DBN and technical specifications.
- Entry into the Protective Structures Registry:
- After a positive evaluation, the shelter is officially registered.
- Receipt of the registration notice:
- Documented confirmation with a unique identifier.
