Accessibility audit of medical facilities
An accessibility audit of medical facilities is a comprehensive check of the compliance of the infrastructure, layout, building elements and services of medical facilities with the requirements for a barrier-free environment. The purpose of this audit is to ensure equal access to medical services for people with disabilities and other low-mobility groups (MHG), in accordance with the current legislation of Ukraine and building codes.
Regulatory framework
The legal basis for conducting an accessibility audit of healthcare facilities is determined by a number of regulations:
- The Law of Ukraine “On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine”, Article 27, requires the creation of unimpeded access to social infrastructure facilities, including medical institutions.
- DBN B.2.2-40:2018 “Inclusivity of Buildings and Structures” is the main document regulating the design and arrangement of facilities to ensure inclusivity.
- Order of the Ministry of Health No. 1046 of 27.09.2012 on ensuring accessibility of healthcare facilities.
- The UN Convention on the Rights of Persons with Disabilities, ratified by Ukraine.
What does an accessibility audit include?
An accessibility audit of medical facilities includes an analysis of the following elements:
Access roads and entrance groups:
- availability of ramps, their compliance with the DBN;
- markings and navigation;
- automatic or convenient doors for MHM.
Interior of the premises:
- width of aisles and doors;
- height of equipment and furniture;
- availability of information signs in Braille;
- anti-slip coatings.
Toilet rooms for MHM:
- separate sanitary facilities with handrails and adequate space;
- easy access without barriers.
Organizational aspects:
- staff training;
- possibility of support;
- availability of information systems.
Procedure for conducting an audit
Data collection and initial inspection (with photographic documentation and comparison with standards).
Evaluation of non-compliances in accordance with the requirements of the DBN and legislation.
Development of recommendations to eliminate the identified deficiencies.
Preparation of an audit report – an official document that can be used for further modernization of the facility or during inspections.
