Compensation for Damaged Real Estate

Starting from May 15, a new phase of application submissions has begun in Ukraine for compensation related to destroyed or damaged non-residential property. The Register of Damage for Ukraine initiative (RD4U) has introduced a new category, A3.2 – specifically for warehouses, offices, retail spaces, industrial facilities, and other premises affected by the war.

Applications can be submitted via the Diia portal by attaching documents confirming ownership rights, past repairs, or damage value estimates. However, a crucial step to receive compensation is a professional inspection and a formal technical report.

Why is the inspection necessary?

The fact of destruction or damage must not only be recorded but also legally certified. You will need to include the following:

  • Technical inspection reports of the structural elements;
  • Expert assessment of the technical condition and restorability of the property;
  • Photo documentation of the damage;
  • Documents on performed repairs (if any), including contracts, work completion certificates, receipts, invoices, etc.

These materials are essential for the compensation commission to review the application and decide on the payout amount.

Who can apply?

Applications may be submitted by both owners and co-owners of non-residential property damaged or destroyed due to hostilities or temporary occupation. If the property is not listed in the State Register of Property Rights, additional documents will be required: an application for registration, a denial, or other proof of ownership.
