- Submitting an application to the local council (for individuals) or to the Regional State Administration (for land outside settlements).
- Preparation of land management documentation — a land use project for changing the designated purpose.
- Approval of the documentation by authorized bodies (architecture, ecology, StateGeoCadastre).
- Adoption of a decision by the competent authority.
- Updating the State Land Cadastre.
- Updating the State Register of Property Rights.
