How to put a house into operation
Putting a building into operation is a mandatory step after the completion of construction to legalize a real estate object. This procedure in Ukraine is regulated by law and includes several stages that must be completed to obtain the relevant documents. The main ones are listed below.
Completion of construction
First of all, the construction must be fully completed and the facility must comply with the approved project and state building codes.
Preparation of documentation
Prepare the necessary documents for putting the building into operation:
- Project documentation – all project materials approved at the construction planning stage.
- Act of readiness of the object for operation – signed by the construction organization or responsible persons (for example, owners).
- Technical passport – issued upon completion of construction by technical inventory engineers (BTI).
- Land documents – confirmation of ownership or use of the land plot.
Applying to the State Inspectorate of Architecture and Urban Development (SIAU)
After completing the construction and preparing the documents, you need to contact the SACI:
- For small private houses (up to 500 m²), you can submit a declaration of readiness for operation.
- For larger or commercial facilities, an application for a certificate of readiness is submitted.
Obtaining a decision
After submitting the application and all required documents:
- The declaration of readiness is accepted without further inspection if the building meets all the standards.
- In the case of a certificate, the SACI authorities may conduct an additional inspection of the house.
Usually, within 10 working days, the SACI should issue a decision on commissioning.
Registration of property rights
After receiving the document on putting the building into operation, you need to register the ownership of the building in the State Register of Real Property Rights. To do this, you need to contact a state registrar or notary.
Obtaining an address
If the building does not yet have an official address, contact the local authorities to assign an address to the new property.
The main documents to be prepared:
- A document confirming land ownership.
- Technical passport for the building.
- Certificate of completion of the house.
- Declaration or certificate from the SACI.
Important to know:
- If a building was constructed in violation of the law or without permits, it is necessary to go through the procedure for legalizing unauthorized construction.
- For commissioning of apartment buildings and commercial real estate, the requirements may be stricter than for private houses.
The commissioning procedure is an important step for the legal use of the building and the ability to conduct legal real estate transactions.
