Commissioning of CC3 Buildings
Purpose of the Article
To provide legally grounded and practical information on the procedure of commissioning construction projects of consequence class CC3, in accordance with current Ukrainian legislation.
What is CC3: Definition and Features
Consequence class (responsibility level) CC3 is the highest category of construction complexity, established under DSTU-N B V.1.2-16:2013 and DBN V.1.2-14:2018. CC3 applies to buildings and structures, the failure of which may result in:

significant material damage (over 30,000 minimum wages),

threats to the life and health of a large number of people (over 400 persons),

impact on cultural heritage, infrastructure, or the environment.

Who Has the Right to Commission CC3 Projects?
According to the Law of Ukraine “On Regulation of Urban Development Activity”, commissioning of CC3 projects is carried out on the basis of a certificate issued by the State Inspectorate for Architecture and Urban Planning of Ukraine (DIAM).
The developer or client may be an individual or a legal entity. However, the key requirement is the involvement of licensed professionals (designers, technical supervisors, author supervision, general contractors, etc.).
Procedure for Commissioning CC3
The procedure consists of several stages:
1. Completion of construction
The project must be built in accordance with the approved design documentation, as well as DBN standards and technical regulations.
2. Technical inventory
Performed by a certified engineer to prepare the technical passport of the project.
3. Act of project readiness for operation
Signed by construction participants:

the client,
-
the general contractor,
-
author supervision,
-
technical supervision.
4. Submission of application to DIAM
The application must include:

copy of the construction permit;

technical passport of the project;
-
act of readiness;
-
documents confirming commissioning of utility networks (from network operators);

documents proving land ownership or use rights;

certificates of conformity for construction materials.
5. Obtaining the readiness certificate
DIAM reviews the documents within 10 business days. If all requirements are met, a certificate is issued, which serves as the basis for state registration of property rights to the project.
