Assigning a mailing address
Assigning a postal address to a property is an important step in the process of processing documents for newly constructed or reconstructed buildings, as well as when converting non-residential buildings into residential ones.
A postal address is required for official registration of ownership, connection of utilities, execution of contracts, and for receiving correspondence.
The procedure for assigning a mailing address:
1. Grounds for assigning a postal address
A postal address can be assigned to:
- A newly constructed residential or non-residential object upon completion of construction.
- To an object that has undergone a reconstruction procedure or a change of status (for example, a garden house has been transferred to a residential building).
- An existing building that did not previously have an official postal address.
- Plots of land for construction (in case of allocation of new land plots for construction).
2. Preparation of documents
To obtain a postal address, a package of documents must be prepared and submitted to the relevant authorities, which usually includes:
- Application for address assignment (written by the owner or developer).
- Documents of ownership of the real estate or land plot.
- Project documentation for the construction or reconstruction of a building.
- Declaration or certificate of commissioning (for newly constructed buildings).
- Technical passport for the building or land plot.
3. Submission of the application
- An application for postal address assignment is submitted to the executive body of local self-government (village, city or district council), depending on the location of the real estate object.
- The relevant authority checks the submitted documents and the possibility of assigning an address.
4. Inspection and verification of the object
- In some cases, it may be necessary for a representative of the local government or an inspector to visit the property to inspect it.
- The compliance of the building or land plot with the requirements of urban planning regulations and local development plans is checked.
5. Making a decision on assigning a postal address
- Based on the submitted documents and the results of the inspection, the executive body of the local self-government makes a decision on the assignment of a postal address.
- The decision to assign an address is formalized in the form of an official order or decision of the relevant authority.
6. Preparation and issuance of documents
After the decision is made, the owner of the object receives a document confirming the assignment of the postal address. This document may be required for further registration of real estate, conclusion of contracts with utility providers, and obtaining permits for utility lines.
7. Registration in state registers
After obtaining a mailing address, you need to contact the state registrar to enter the new address into the state register of real rights to real estate. This allows you to complete the legal registration of the building.
8. Advantages of an official postal address
- Legal legitimacy. The official postal address allows you to use the property for permanent residence or business activities.
- Utilities. Connection to utilities (water, electricity, gas) is possible only after the address is assigned.
- Official correspondence. Receiving mail, signing contracts and receiving other official documents is possible only if you have a postal address.
