Pharmacy Accessibility Audit
Pharmacy Accessibility Audit is a procedure for assessing the compliance of pharmacy premises with regulatory requirements for barrier-free access for persons with disabilities and other low-mobility groups (LMGs). This audit is a mandatory step for obtaining or renewing a license to conduct pharmaceutical activities.
Regulatory Framework
The audit is based on the following key regulatory documents:
- Resolution of the Cabinet of Ministers of Ukraine No. 929 dated 30.11.2016, which approves the Licensing Conditions for pharmacies and requires accessibility for persons with disabilities;
- DBN V.2.2-40:2018 “Inclusiveness of buildings and structures”, which defines technical parameters of the barrier-free environment;
- DBN V.2.2-10:2022 “Healthcare facilities”, which includes requirements for pharmacies as healthcare facilities.
Audit Stages

- Preliminary Analysis: assessment of layouts, availability of ramps, elevators, door widths, etc.
- Instrumental Survey: measurements of accessibility elements (ramp slope, threshold height, markings, lighting).
- Documentation: preparation of a technical report or statement with a conclusion on compliance or non-compliance.
Common Violations
- Absence or improper design of ramps;
- Insufficient door opening width;
- Lack of visual and tactile marking;
- Non-compliance with sanitary requirements for LMG sanitary facilities.
Liability
Failure to comply with accessibility requirements may result in denial or revocation of the pharmacy license by the State Service of Medicines and Drug Control.
